History of consortia of basic physician training

In recognition of challenges facing public health services in Victoria to attract adequate numbers of junior medical staff members, who fulfil much of the service delivery requirements of the health services and are motivated by training opportunities, in a fashion that is equitable both geographically and by specialty, the Department of Human Services (DHS) set up the Medical Workforce & Training Advisory Committee in February 2004 to identify issues and potential solutions.

As a result of this process, a discussion paper was released in December 2004 that proposed the organisation of Victorian public health services into consortia for the purposes of basic physician training.  Extensive consultation of the junior medical workforce, health service administrators, the Royal Australasian College of Physicians, the Australian Medical Association and universities from December 2004 to January 2005 found in-principle support for the consortia model to distribute the basic physician trainee workforce and training resources in Victoria.

Establishment and governance of consortia of basic physician training

Five consortia of basic physician training were established by the DHS as a pilot, which commenced in the 2006 clinical year. The consortia are governed by "Consortium Guidelines" issued by the DHS, and each consortium has its own "Memorandum of Understanding" signed by all of its member health services.  Click on the downloadable document links for the Consortium Guidelines and the GW Consortium Memorandum of Understanding.
